Summary of the House Committee Version of the Bill

HCS SCS SB 722 -- TEMPORARY CERTIFICATION FOR ADMINISTRATORS

SPONSOR: Bentley (Relford)

COMMITTEE ACTION: Voted "do pass" by the Committee on
Education-Elementary and Secondary by a vote of 17 to 1.

This substitute permits a temporary certificate for school
administrators that is valid for one year and renewable for up to
four more years, upon measurable progress towards a permanent
certificate. To be eligible, a person must have a valid Missouri
teacher's license, have a master's degree or be enrolled in a
master's program, and have five years' teaching experience at the
level for which certification is sought. The certificate is
sought jointly by the person and the employing district or
accredited private school, which must provide a mentoring program
for the applicant. The provisions of the substitute expire on
August 28, 2012.

FISCAL NOTE: No impact on state funds.

PROPONENTS: Supporters say that there is an administrator
shortage as well as a teacher shortage. The substitute would
help get more people into principals' positions while ensuring
that standards are maintained.

Testifying for the bill were Senator Bentley; Missouri School
Boards Association; Missouri School Administrators Coalition;
Missouri State Teachers Association; and Missouri National
Education Association.

OPPONENTS: There was no opposition voiced to the committee.
